Does it appears that the red portion is rotating clockwise and the blue portion is rotating counter clockwise.
But in actual the blue posting is absolutely static.

From the left figure the blue line appears to be intersecting the black line .
From the right figure its very clear that its actually the red line which is intersecting the black line
